Horace's Satires... "What prevents me from speaking the truth with a smile?"?

This is a line (translated from the Latin "Ridentem dicere verum quid vetat?") from Horace's Satires. I am a bit lost as to what he was referring to. Can anyone with an appreciation from Ancient Literature (and knowledge of it oo!) please educate me a bit on what he was referring to???
