I want to lose some of belly fat - any ideas?

I'm 18, 5'8", and 138 lbs. I know im not fat, but I want to lose some of my belly fat within a month or so. what would some good regimens be? I have never really dieted or worked out before, but there's a gym on campus so I might as well. I heard I should try lots of jump rope, but is there any strict things I can do?
