Do you agree with Alan Donald and Richard Hadlee that the art of fast bowling lies in ones hand?

The opinions expressed by Donald and Hadlee appears to be outside the rules,but they seem to have a point to ponder.When batsman can be allowed to experiment with different types of bats for their convienience,then bowlers may also be allowed to do some adjustments with ball and not call it tampering.
