Reinstating my License in FL, Do I need proof of insurance?

In early 2005 I had a DUI, I need to reinstate my license in order to get a job now that I finished college. Last year I tried to get my license reinstated but couldn't because I didn't have proof of insurance or a non-owners policy. I couldn't afford that. I have had no car since my DUI (car was totaled and it was in my parent's name at the time.) I was told after 3 years I should not be required to have insurance just to get my license. Do I need insurance or any other doents?
